She does not make any moves because she believes it's the counterpart's job.
If the counterpart doesn't do anything, then she will.
Because she's impatient.
Why play patience?
She's busy.
She believes other people must be busy too?
Apparently so.
That's how nothing ever happens.
And people are easily scared off...They think she's a tiger...while indeed she's a kitty with shadow of a tiger...
